Khan was created on 2 November 1965 in woman family in New Delhi. His paternal cousins in Peshawar declare that the grouped family is of Hindkowan source from Kashmir, not Pashtun, and also contradict the declare that his grandfather was from Afghanistan.



Khan grew up in the Rajendra Nagar neighbourhood of Delhi. His father had several business ventures including a restaurant, and the grouped family resided a middle-class life in rented apartments. Following the death of the parents, his older sister, Shahnaz Lalarukh, created in 1960, fell into a despondent Khan and talk about needed on the responsibility of caring for her.
